Help. Improving quality

Hi... Can somebody please make this image better? i find it to be too noisy, but when i try to reduce it, the results are not good enough :(

Simply put, unlike what you see on TV, image quality can only be degraded, not the other way around. The only way to give the impression it has gone up would be to size it down and remove some pixels and hope for the best. Or plan B, blur it and remove details, this removing noise.

Basically, you cannot create data out of nothing, you cannot add quality.
